Purpose/Objective 
The sole purpose of this Capacity Allocation (&ldquo;Onboarding Allocation&rdquo;) is to help select application providers (&ldquo;Providers&rdquo;) who are chosen by FNF to (i) onboard and support new, bona fide, third-party users on the Frequency chain (&ldquo;Frequency&rdquo;) ( the &ldquo;Program&rdquo;).
Overview
Providers are subject to baseline eligibility criteria described below to participate in the Program.
Key Eligibility requirements for Providers:

Provider must agree to certain terms and conditions associated with their participation in the Onboarding Allocation and made available by the Foundation (&ldquo;Capacity Agreement&rdquo; which can be found here: <a href="https://www.frequency.xyz/capacity-agreement.pdf).">https://www.frequency.xyz/capacity-agreement.pdf).</a>

<li>
The user of the Capacity must strictly comply with the Scope and not engage in any of the prohibited uses, as specified in the Temporary Capacity Agreement.

<li>
The Foundation (and/or its delegates, designees, or subcontractors) may implement these Capacity allocations and have authority to create one or more pools of Capacity and undertake commercially reasonable efforts to put this Proposal and Exhibit A into effect. The Foundation reserves the right, in its sole discretion, to change the Capacity allocations and/or rescind this authority at any time, with or without notice.

Provider must maintain a Frequency compliant message source account (&ldquo;MSA&rdquo;) in continuous good standing and be approved to operate on Frequency mainnet.

Proposals 
<ol>

Up to ten (10) providers may be eligible for Onboarding Allocations until the Program Deadline specified below.
</li>
<li>
Providers may submit a proposal for an Onboarding Allocation by submitting a request form to Project Liberty (and/or such designees or subcontractors as it may select), and will generally be examined and allocated on a first-come first-served basis.
</li>
<li>
This treasury proposal is only for sufficient tokens to launch this next phase of user onboarding. Additional treasury proposals may be submitted in the future.
</li>
<li>
For the avoidance of doubt, the tokens involved under this proposal for capacity allocation shall not be transferred; they shall merely be staked (by FNF or its delegates or subcontractors) in order to generate certain amounts of Capacity.
</li>
<li>
Tokens needed for transfers and staking will be provided from the Frequency on-chain treasury (&ldquo;On-Chain Treasury&rdquo;) from the tokens requested by this proposal. Any tokens remaining from this proposal after six (6) months will be returned to the On-Chain Treasury, with an extension at the discretion of FNF. At the end of the Program (as specified below), any remaining tokens will be returned to the On-Chain Treasury.
